Section 1412 of the Act creates a rebuttable presumption that a mortgage lender has complied with the new ability to repay standard for "Qualified Mortgages" (QMs), which are mortgages that have a set of particular characteristics that Congress believes are less likely to pose repayment or other problems for consumers. |
